Achieving a Master Patient Index in Myanmar with SantéSuite

Accurately managing and presenting patient data across multiple systems is extremely challenging. Patient data can be misplaced or lost when transferring data across these systems, thus impacting the accuracy of patient’s health records.
SantéSuite team members began working with Myanmar in 2016, to help pilot and implement the Master Patient Index (MPI) to support the longitudinal management of patient data. The initial scope being harmonizing and sharing data across 100+ instances of OpenMRS in HIV/TB clinics. SantéMPI is a key component in promoting interoperability in digital health systems as it establishes data sharing across multiple systems while also creating unique national health IDs for patients.

Lessons Learned
Communicating and linking MPI/CR’s strategic value to health system stakeholder’s strategic value is critical to getting buy-in and successful implementation.
Key benefits and impacts that were recognized included:
- MPI’s role in generating high quality, discrete data at point of care whose strategic impact “rippled upward” across all levels of the health system
- The ability of SanteMPI’s technology architecture to leverage and support existing investments in both hardware and software, both legacy and more modern systems
- MPI’s role as strategic foundation building block for operationalizing Health Information Exchanges
- National unique ID as critical success factor to achieving UHC
Linking back to clinical use cases that are understandable to stakeholders can bring the concept of MPI to life. An example of this was supporting the COVAX emergency response. In the midst of the ongoing pandemic, Ministries of Health and the team realized that they could rapidly adapt the MPI to support the COVAX pre-registration process to support national immunization planning and vaccination campaigns. In these first two weeks, the pre-registration reached up to 25,000 people per day and accuracy for these individuals needed to be established quickly.
Perhaps the most valuable insight was the following agile iterative processes, working side by side with clinics and Ministry of Health teams generated the most valuable lessons and most practical, useful, and effective innovations, which in turn reinforced buy-in.
The Approach
SantéMPI, a master patient index or client registry was selected to help with the identity management challenges in linking a patient’s data across multiple systems. Interoperability is achieved as it shifts the focus from indicator data collector-driven processes and systems to person-focused digital health data.
The identity management solution along with the implementation of national unique health ID helps in establishing a foundation for connecting and sharing patient level-data across multiple systems like OpenMRS, vital statistics and registration systems (CRVS), as well as immunization management systems including emergency COVID vaccination campaigns.
In response to the global pandemic and to leverage the opportunity to accelerate national adoption of national unique health IDs, SantéMPI pivoted to include support of COVAX pre-registration and national immunization planning. Along with generating national health IDs, SantéMPI’s architecture enabled agile development of the COVID “client registration” use case and generation of proof of vaccination cards to support global immunization.
