RECAINSA: Central American Health Informatics Network

The Central American Health Informatics Network, RECAINSA, is a network formed by Central American  volunteers, mostly technicians and professionals working in the health sector and information  technologies, which emerged in 2013 with the intention of supporting national strategies for digital health  and generate spaces for the exchange of experiences and good practices in both the public and private  sectors. Among the main goals since its creation, are to strengthen digital health governance through legal  and strategic frameworks, encouraging participation with key actors in health sector, both public and  private; promote the creation and strengthening of spaces for training of human resources in Digital  Health through universities, certified training centers and other specialized organizations; and generate  spaces for exchange of experiences, dissemination of knowledge and good practices in Digital Health  among the countries of Central American region. 

  • Mission statement: Actively promote the strengthening of eHealth governance, training of  leaders, creation of spaces for exchange of experiences, good practices and the dissemination of  knowledge in digital health in Central American countries and other regions. 
  • Vision: To be a reference entity for digital health in Central America and other regions, promoting  the strengthening of eHealth governance, training of leaders and generation of spaces for the  exchange of experiences, good practices and the dissemination of knowledge. 

The overall objective of Central American Health Informatics Network is to strengthen national and  subnational digital health strategies in the countries of Central America and other countries of the  Americas region. 

The strategic lines are as follows: 

  • Digital Health Governance. 
  • Training of human resources in digital health. 
  • Spaces for exchange and dissemination of knowledge and good practices

Capabilities

In order to develop its activities, RECAINSA has based its networking strategy on use of social networks,  which makes possible communication and exchange among its more than 3,000 followers from throughout Latin America, United States, Canada, Spain and other countries. In addition to social  networks, other strategies used have been the organization of short virtual seminars (Webinars) and  publication through its blog where the members of the Network share successful experiences and  specialized opinion with rest of the members.  

This strategy has made it possible to actively participate with other networks and groups of Digital Health  at Latin American and global level, such as the Global Digital Health Network (GDHN), the Latin American  Network of Health Information Systems (RELACSIS), the Asian eHealth Information Network (AeHIN), and  others, both in dissemination and exchange of good practices and experiences, as in technical discussions  and development of joint proposals to promote Digital Health as a means of reducing the gaps and  inequity in access to health in our countries.

Skill Sets to be Contributed to the OpenHIE Initiative 

RECAINSA has a strong network both individuals and organizations which can contribute and add great  value to the OpenHIE communities, especially in Latin America where OpenHIE is still starting to be known.  One of the most important RECAINSA contributions is the media rich which practically covered all Americas Region and also other more regions through the collaboration with other digital health networks  over the world. 

Role within the Community 

RECAINSA’s desired role within the OpenHIE community is in providing technical contribution in topics  related with interoperability architecture and standards, governance, security and privacy, among other  where the RECAINSA’s commission can add expertise to the community. RECAINSA can play an important role disseminating OpenHIE contents and other information in Spanish language for all Latin America  community, promoting the benefits and engagement actors and stakeholders to participate in this  initiative. 

Contributions to the OpenHIE community 

RECAINSA promote the best practices based in evidence and standards on digital health, including the interoperability, health information exchange, cybersecurity and the data governance, among other,  through digital events like webinars and workshops, and digital publications like factsheets and blog  publications. In this line, RECAINSA have began to contribute with OpenHIE community, disseminating  information through a blog post in Spanish (https://recainsa.org/bienvenidos-a-openhie-comprometerse y-comenzar-a-trabajar-hacia-el-intercambio-de-informacion-en-salud/) and within the participation of  Vital Wave representing to OpenHIE community in the Webinar “Health Data Governance:  Interoperability and Standards”

Additionally, members of RECAINSA’s commission started to participate in the OpenHIE communities and  the expectation is to have more members involved as Spanish language spaces and exchange will increase,  theme where RECAINSA can highly contribute. 

Finally, RECAINSA has a strong commitment with Central American governments engagement to  strengthen the national digital health strategies, and it seems to OpenHIE architecture with high potential  as a part of the adoption of best practices to include in the countries digital transformation agenda.
