OpenHIE not only embraces the ideology behind the importance of public goods, it is exemplary in its ability to connect implementers to each other and subject matter experts. OpenHIE provides the architecture not only for sharing data, but experiences and lessons learned, strengthening interoperability beyond borders and individual use cases.

Our group has been working to explore the role and benefit of a health information exchange to support public health data use from facility based clinical information systems. We have focused on the specific need for HIV case-based surveillance, a critical component of the strategic information needs for a national HIV program in some countries. We are working on a technology preview with OpenHIE that demonstrates automated reporting of HIV cases and sentinel events of public health interest related to an HIV diagnosis from an EMR to the exchange, and subsequent data export to a surveillance data repository. This also allows additional objectives such as probabilistic record linkage to be built with the capabilities of the exchange and connected applications. We hope that this will help countries that aim to add HIV case-based surveillance into their national HIV program to consider architecture components like OpenHIE to realize programmatic priorities while leveraging a common health information infrastructure.

Jembi has been involved with OpenHIE from its inception and continues to embrace the principles of open architecture, standards and information systems associated with the OpenHIE principles. As an African implementing organisation, Jembi has implemented and supported health information exchange initiatives in Rwanda and South Africa. Jembi is also involved with and supports a number of OpenHIE communities, including the Interoperability Layer and Shared Health Record communities. OpenHIE is enabling interoperability and will continue to play a key role in strengthening health information systems in low resource settings.

As emerging economies throughout the world begin to invest in digital health solutions, they seek responsible ways to architect their integration upfront. We choose to invest our time and energy into the OpenHIE community because we believe in the power of solidarity over charity. We believe that by working alongside these environments, we can rise all ships, and learn more efficient ways to integrate health information, together. The Regenstrief Institute has an over 50-year history of establishing, maintaining, and evolving health information system standards and conventions, and we're excited about sharing those experiences alongside this rapidly growing community of mission-driven organizations and individuals.
